How do people in the cities of tomorrow want to live together? How can an equal living-together of city dwellers succeed in the future? How can city marketing be successful that addresses aspects such as social interaction and sustainability? The participation of citizens is an opportunity to strengthen the identity of a city and to empower people to create a socially just and ecologically sustainable urban culture. Concepts of European Capitals of Culture often include strategies of participation, promoting new models for the collective production of space. Creative artistic methods in particular have a major impact on the collective creation of sustainable urban space. In the future, more cities will have to set an example of how democratic processes can be initiated and further developed through the co-design of cities by their citizens.

Culture rebranding of (micro)destinations: Case study Novi Sad- European Capital of Culture (engl.)

In accordance with basic principles and values of the European Capital of Culture title that has been awarded to cities in Europe since 1985, democratisation and decentralisation of culture, it is possible to follow the process of transformation of micro-destinations.
The cultural historical heritage and industrial brown field complexes become new attractive micro-destinations through the reinterpretation of content. Those micro-destinations involve citizens, artists, associations of citizens and cultural institutions – all stakeholders and decision-makers, thus forming attractive tourist micro-destinations that increase visibility and enhance the good image of the city.
Novi Sad, the second largest city in Serbia, which won the European Capital of Culture 2021 title in 2016, is the example where new micro-destinations were created with a mosaic approach from the former dilapidated industrial complexes and neglected and unappealing cultural industrial heritage.
The presentation will show the five-year transformation period at few sites in the city into one of the most recognisable micro-destinations in the region. Leading up to the year of this prestigious title, the city itself goes through the process of transformation, which is based on the fact that everything ‘invisible’ (purpose, identity, values/beliefs, competencies and skills of the brand) builds up the ‘visible’ (behaviour, brand environment) and gains new identity through the process of connecting colourful past and the future.

Our concepts of cultural policies shall be read as guidelines for the cultural development of the state capital. They are rooted, inter alia, in a dynamic understanding of culture that is oriented on the changes in societal values and innovative development. Guiding principles, the main emphasis and following measures have to be reviewed, accommodated and possibly amended. Experiences with the development and implementation of the Cultural Policy Guidelines shall become thematic, together with the changes in importance of the participatory elements that are basic for the process.
