Making the cultural landscape accessible and relevant to a broad section of society is the most urgent tasks. How to expand civic participation in art and culture and make access more accessible? Ways and means already exist in cultural education work for involving a diverse audience and to ensure inclusion and integration. In cultural institutions, outreach managers and outreach curators are increasingly acting in community engagement programmes in order to reach culturally diverse audiences more effectively. What are the complex challenges of outreach and audience development for future cultural programmes? How can a sustainable balance between leadership and participation in culture be struck?

Culture for everyone. Or: culture from everyone?
Cultural education for everyone - the old paradigm of participation faces a test. By aiming to reach everyone, it is predominantly "only" possible to achieve target group-specific segmentation, which ultimately consolidates milieu-specific perspectives. Cultural participation should not be a privilege for selected population groups, but social empowerment of everyone. How can cultural education not only reach everyone, but encourage people with different lifestyles and backgrounds for active, lively exchange? How can the opportunity to help shape society be strengthened in a sustainable and long-term manner and thus lead to the removal of barriers of all kinds?
